In 1958, the Willimantic Housing Authority began considering the possibility of constructing housing for the elderly. The process of constructing public housing, however, had become more complicated and it was not until 1964 that two sites were selected. A location immediately behind the Authority's Nathan Hale Terrace was picked to build a fifty unit, federally funded high-rise building (Wilbur Cross Apartments) and a small site, adjacient to Hevrin Terrace was designated for forty units of state funded, garden style apartments (Jonathan Trumbull Terrace). The last two of the Authority's housing complexes were also designated for senior citizens. John Ashton Tower, a 100 unit federally funded high rise, was completed in October of 1974 and Father Honan Terrace, fifty units of State funded housing, was occupied in November of 1980. With the construction of John Ashton Tower and Father Honan Terrace, the age of building public housing in Windham seemed to have ended. The next two decades would be devoted to maintaining the Authority's existing properties in good physical condition and in fending off the periodic attempts to dispose of the irreplacable public asset which public housing represents.
