LANDLORD INFORMATION

Landlord's Responsibilities:

The landlord is responsible for providing decent, safe, and sanitary housing at a reasonable rent. When contacted by a Section 8 participant, the landlord should be aware of the following:

** The landlord should screen each family's rental history to determine their suitability as tenants.

** If the family is interested in renting the apartment and the landlord is interested in renting to the family, a copy of HUD Form "Request for Lease Approval" shall be completed by the landlord, signed by both parties, and submitted to the Section 8 Office. The landlord will be contacted by a member of the Section 8 Staff to schedule an inspection within 15 working days of receiving the Request.

** The unit must pass an inspection and be maintained to the inspection standards for as long as subsidy payments are received for the Section 8 participant. If an apartment does not pass the inspection, the landlord will be notified in writing and given an opportunity to correct any problems.

** A Lease Agreement approved by the Housing Authority, and a Lease Addendum and Housing Assistance Payment Contract, using HUD language, must be entered into for an initial term of 1 year. (Copies of HUD Forms may be obtained at the Section 8 Office.)

** After the apartment passes inspection and is approved, the landlord may collect a security deposit not exceeding 2 months rent.

** The Housing Authority will not be able to approve an apartment if any person on the lease is the parent, child, grandparent, sister, or brother of the owner.

When the unit passes inspection and the papers are signed, subsidy payments are made directly to the landlord on a monthly basis. The Contract Rent is broken down into two portions, the subsidy payment and the tenant's payment. These amounts are based on the family's income and may change if there is a change in the family's income, but together they should always equal the Contract Rent throughout the term of the Contract.

If any landlord is interested in participating in this Program and has an available apartment in the Town of Windham, please contact the Section 8 Office to list it with us. Your name and phone number will be given to Section 8 participants who qualify for that size apartment and are looking to relocate.
